Update on the CUP Amendment and Prayer Requests

Brother Jeff Jiao 2026-06

In 2004, after much effort, we purchased this property and obtained city approval to use it as a church. However, the Conditional Use Permit (CUP) came with significant restrictions on attendance, age groups, and hours of operation.

Over the past twenty years, our congregation has grown from about 200 to more than 700 people, and ministries such as the Seth Ministry have expanded significantly. The original CUP restrictions now limit our ability to serve both the church and the community, making a CUP amendment increasingly necessary. Yet changes to city regulations over the years have made such an amendment extremely difficult. Humanly speaking, the path forward appears challenging, but it also provides a valuable opportunity to witness God’s work and glory. After persistent efforts by our co-workers, the city recently agreed to meet with us again regarding the CUP. On June 3, church representatives and our land-use consultant met with Planning Manager Leslie. We thank the church family for your prayers. The meeting was positive and helped identify possible next steps.

First, Leslie is willing to facilitate a meeting between the church and the city attorney to explore whether some restrictions on attendance and operating hours can be adjusted through an administrative process in the near term.

Second, we will need to complete an Environmental and Air Quality Analysis. This study is necessary both for short-term improvements and for any future rezoning effort. Since the current CUP was based on environmental conditions from twenty years ago, updated data may provide objective support for reevaluating existing restrictions and addressing the church’s long-term needs. We will pursue both short-term improvements and long-term rezoning simultaneously. Please continue to pray with us:

Pray for the environmental study. Ask the Lord to provide wisdom in selecting a qualified consultant, to guide the analysis process, and to allow the results to clearly demonstrate the safety and suitability of the church’s location. Pray for upcoming discussions with the city. Ask the Lord to bless the coordination between Leslie and the city attorney, and to grant wisdom, grace, and favor in future meetings. Pray for unity and faith within the church. This process will take time and patience, but we trust that the God who faithfully led us through the building permit process will continue to make a way forward. May we remain united and steadfast as we look to Him.

“Trust in the LORD with all your heart, and do not lean on your own understanding. In all your ways acknowledge him, and he will make straight your paths.” — Proverbs 3:5–6 (ESV)
